This is my 1st visit to your site and I have a request.
A number of years ago, (25? 30?) I read a short story about a minor functionary who is sent to a planet to capture a criminal. Everyone on the planet lives on a houseboat and wears masks in public. A maskless body has been discovered foating in the water leading the functionary to conclude that the criminal has killed one of 3 people and assumed his identity.
Although there are a multiplicity of masks, they all have names and each signifies a divers personality trait.
Ultimately, the functionary uncovers the criminal by talking to each of the 3 men's servants and mapping a history of the masks they have worn recently. One man's pattern changed radically, therefore he was the murderer as although one may change one's mask, one can't change one's personality.
Can you tell me the name of the story and the author?
